As part of the efforts of the Ministry of Energy and the Saudi Ports Authority (“Mawani”) to develop the Saudi maritime sector and enhance operational and logistics processes, Mawani and Minerva Saudi Arabia have announced the launch of the first Floating Storage Unit (FSU) for marine fuel bunkering at Jeddah Islamic Port, with a capacity of 113,000 cubic meters. The initiative is implemented in cooperation with the Ministry of Energy, the Zakat, Tax, and Customs Authority (ZATCA), and the Transport General Authority (TGA), and aims to strengthen the Kingdom’s maritime economy in line with the objectives of the National Transport and Logistics Strategy under Saudi Vision 2030.
The new storage unit represents a major leap in the logistics of the marine fuel supply chain in the Red Sea region by improving the efficiency of bulk fuel deliveries, streamlining blending operations, and expediting the loading of bunker barges that play a vital role in supplying transiting vessels. This development will further support the activation of the new bonded customs zone, facilitate faster and smoother clearance procedures for imports and exports, and provide greater flexibility to stakeholders.
The unit is designed to store the three main types of marine fuel: Very Low Sulfur Fuel Oil (VLSFO), High Sulfur Fuel Oil (HSFO), and Marine Gas Oil (MGO). It also supports the company’s modern fleet of bunker tankers, enabling them to deliver services with high efficiency, in addition to supplying fuel to other licensed bunker suppliers.

Registering the floating storage unit as a bonded customs zone represents an innovative approach that ensures highly efficient operations while maintaining full customs oversight of cargo movements in and out of the Kingdom.
It is also worth noting that Minerva Saudi Arabia provides a pioneering digital platform for bunker fuel supply through ADP technology (@adpclear.io), offering world-class levels of operational efficiency, precise guarantees on fuel delivery quantities, and full transparency regarding quality.
