The Panama Maritime Authority (AMP), through its General Directorate of Merchant Marine (DGMM), is closely monitoring an incident involving the Panamanian-flagged vessel VICTRESS, which took place on June 22, 2026, within a designated maritime corridor in the Black Sea during a reported missile and drone attack.
Preliminary reports indicate that the incident resulted in the death of one crew member, an Egyptian national. Following the outbreak and spread of fire on board caused by drone activity, the remaining eight crew members were compelled to abandon the vessel in a life raft. They were subsequently rescued and safely disembarked at the port of Vylkove, Ukraine.
In response to these events, the Panama Maritime Authority has activated its established protocols to collect, verify, and consolidate official information regarding the incident. The Authority continues to maintain close communication with the relevant parties and competent authorities to clarify the circumstances and confirm the condition of all crew members.
At this stage, Panama, as a responsible flag State, deeply regrets the loss of life and extends its sincere condolences to the family of the deceased seafarer.
Meanwhile, all vessels flying the Panamanian flag are strongly advised to exercise extreme caution when transiting in or near conflict zones and, where possible, to avoid such areas in line with guidance issued by the Flag Administration.
The AMP reaffirms its unwavering commitment to the protection of human life at sea, the safety of international navigation, and full compliance with applicable international maritime conventions.
