The Liberian Registry will soon introduce electronic seafarer documents as part of its commitment to digital innovation and compliance.
For shipowners, enhanced digital verification increases confidence that crew members hold valid and properly verified documentation. This helps reduce the risk of fraudulent credentials and minimizes delays during inspections. QR-coded, digitally verifiable documents also allow Port State Control authorities to authenticate seafarer credentials more quickly and reliably.
Migration to the new seafarer portal ecosystem
To support these improvements, the Registry’s Seafarer Electronic Application System (SEA System) will migrate to a new ecosystem within the Seafarer Portal.
As part of this new digital workflow, the Liberian Registry is launching Crew360, a compliance-focused solution that applies additional vetting and verification checks to every seafarer application processed.
Introduction of QR-coded seafarer documents
Following the launch, all processed seafarer documents will include a QR code on physical documents, including Certificates of Receipt of Application (CRAs). In addition, electronic certificates will be issued for every application placed.

These electronic documents will complement, rather than replace, the hard-copy documents currently issued by the Registry.
Launch of the SEA360 mobile application
Alongside these digital updates, the Registry is introducing SEA360, a dedicated mobile application designed for seafarers aboard Liberian-flagged vessels.
The SEA360 app will allow Liberian seafarers applying for new documentation to securely access their documents directly from their mobile devices. This includes their Seaman’s Book, licenses, certificates, and recorded sea service.
Electronic documents available through the app will serve as digital equivalents to hard-copy documents and will include QR codes for immediate verification within the Registry’s systems.
The mobile application will act as a direct bridge between Liberian seafarers and the Registry. It will also enable seafarers to present their electronic documents when interacting with Port State Control officials and other responsible parties, such as Designated Persons Ashore (DPAs).

To remind, in late 2025, the Bahamas Maritime Authority made a similar move, entering into a strategic partnership with IDsure, to enable the secure issuance of digital Seafarer Record Books and Competency Certificates.
