Syria has signed a landmark investment agreement with Turkey’s Kuzey Star Shipyard to construct and operate a fully integrated shipyard at Tartus Port, marking a first for the country’s maritime sector.
30-years Contract
The agreement was signed between the Syrian General Directorate of Ports and Customs and Kuzey Star Shipyard, represented by Director General Ahmed Badawi and company officials. Under the deal, the shipyard will be developed according to international standards using a build–operate–transfer (BOT) model.
Kuzey Star will be responsible for building, equipping, operating, and managing the facility, enabling advanced shipbuilding, repair, and maintenance services. The 30-year investment commits the company to invest at least $190 million within the first five years to develop docks, warehouses, and core operational infrastructure. The agreement places no financial obligations on the Syrian government.
Strengthening Syrian Capabilities
As part of the terms, Syrian government vessels will receive a 20% discount on shipbuilding and repair services. The project also requires the creation of approximately 1,700 direct jobs and 3,500 indirect jobs, with at least 95% of the workforce to be Syrian. Provisions for training and technology transfer are mandatory.
Officials say the project is expected to strengthen Syria’s port infrastructure, position Tartus as a regional maritime hub, and stimulate broader investment and economic growth.
